How Do I Configure Windows 7 For Voice Output wannatalk in the mic to be hear via speaker

I am try to confugure my windows 7 to have the voice from the mic to be heard in the speakers but, everything I try gives me a ugly static. Heeeeeelp
Any one here that knows how to correct configure this thingy?
I am not a computer nerd :(

I am using Vista and Mac Os - Sounds like you prolly have the mic inputs in the wrong outlets? Or the speakers in the wrong outlets?

Jay... it is a laptop. With all buitin even the cam is buitin :(
So no outlets unless I don't want to use the builtin and connect a mic and headsets
